The auction site dates the flag to c1900 to 1909, but this seems too early since the flag carries 48 stars and a US flag of this design was not introduced until 1912. I have used 1912 as the reference date, but the article may be later. The 48 flag star was in use until 1959. The damage, however, suggests that a much later date is unlikely. The arrangement of the 48 stars is not standard. The rows are normally arranged in a perfect grid not offset as here.

The star is said to be made from coin wrappers. An expert on coin wrappers might be able to provide a more accurate date.
