'The New Rupert Book' was published by the Daily Express in 1946. It contained a story featuring, and instructions for making, The Flapping Bird and another story titled 'Rupert Makes a Paper Plane' (ie The Paper Dart) and presumably instructions for this as well (which I have not been able to find at present).
