As far as I know this puzzle first appears as 'Folding Postage Stamps' in 'Modern Puzzles' by Henry Ernest Dudeney', which was published by C. Arthur Pearson in London in 1926.

The puzzle also appears:

1967

In '536 Puzzles and Curious Problems' by Henry Ernest Dudeney, which was published by Charles Scribner's Sons in New York in 1967. It is a combination of almost all the material previously published in Dudeney's 'Modern Puzzles' and 'Puzzles and Curious Problems', edited into a single volume by Martin Gardner.
