As far as I know this design first appears in 'Trabajo Manual' by C Champy Alvear, which was published by Cabaut y Cia in Buenos Aires in 1913.

In 'Secrets of Origami Old and New: The Japanese Art of Paper- Folding', commonly known just as 'Secrets of Origami', by Robert Harbin, which was published by Oldbourne Book Company in London in 1964, where it is said to be Spanish.
