As far as I know this design first appears, as 'Kralle', in 'Die Praxis Des Kindergartens' by August Koehler was published by Herman Bohlau in Weimar in 1873. It also appears upside down (although I am not sure what the significance of the upside down version is.)

In Lois Bates' 'Kindergarten Guide', which was first published by Longmans, Green and Co in London in 1897.
